Finn Dobkin joined the Mullan Institute as a Research Associate in 2022. His research interests include understanding the association between healthcare accessibility and patient costs, the role of preventive and primary care on long-term health outcomes, healthcare infrastructure in rural and remote areas, and policies to better support clinical staff. Before joining the Mullan Institute, he was a Research Assistant at L&M Policy Research. At L&M, he used Medicare and Medicaid claims to study pharmacy access for Medicare Advantage beneficiaries, cost savings from Medicaid 1115 waiver programs, and changes to clinician behavior under the Home Health Value-Based Purchasing Model (HHVBP). He is currently pursuing a PhD in Public Policy and Administration at the George Washington Trachtenberg School of Public Policy. He holds an MPP in Public Finance from American University and a BS in Economics from the University of Puget Sound.
